Can you wager offline? Not yet.
Arkansas is the most recent state to authorize sports gambling, doing this through referendum in November 2018. Casino-led campaign garnered enough signatures to place their proposed constitutional amendment on the ballot, and 54 percent of respondents said yes.

The state’s first sportsbook should start by July 2019, with a second potential set for later in year.

New York sports betting

Timeline for sports betting: Mid 2019; legalized when industrial casinos were approved.
Can you bet online? No.
Can you bet offline? Not yet.
The state hasn’t yet legalized sports gambling apps, but it seems that retail sportsbooks will start in the country — both in commercial and tribal casinos — at 2019 after state regulators approved rules for them.
