Midfielders Dele Alli and Jesse Lingard are left Gareth Southgates group to the Euro 2020 qualifiers away into Bulgaria and the Czech Republic.
Even though striker Tammy Abraham, his Chelsea team-mate, has also been chosen, a first call-up is for defender Fikayo Tomori.
Manchester City right-back Kyle Walker has again been omitted.
England play the Czechs on Bulgaria and 11 October on 14.
Everton midfielder Fabian Delph has been recalled, but Liverpool midfielder Alex Oxlade-Chamberlain overlooks.
Injured Manchester United right-back Aaron Wan-Bissaka is also not included.

Abraham has netted eight goals in 10 matches in all competitions for Chelsea so much this season and is second in the Premier League chart.

Abraham played England in draws with Germany and Brazil also has been a part of the England Under-21 squad at the European Championship this summer.
We put him into the group quite young, when we were changing the complexion of exactly what we had been doing, added Southgate.
That was a bit premature for him but because of the chance given to him by Frank Lampard in Chelsea, we have brought back him in.
